SPP is introducing a process to evaluate Energy Storage Resources (ESRs) as part of the DISIS, which may lead to charging limitations for ESRs. While actively seeking stakeholder input, the proposal includes applying this evaluation to cycles as far back as DISIS 2015.

In addition to the cluster-based study, SPP proposes a new Charging Limited Operations System Impact Study, which will identify instances of limited charging until necessary upgrades are completed. During the DISIS process, this new study may highlight required network upgrades that projects may fund to eliminate charging limitations.
